UNSC: No Changes to Central African Republic Sanctions

The Security Council was briefed on the work of the CAR sanctions committee, chaired by the lead official for the panel responsible for monitoring and enforcing the measures linked to the Council’s mandate. The briefing highlighted a sustained two-year effort to assist member states in implementing the regime, maintain transparency in decision-making, and ensure consistent application of the sanctions.

There were no amendments to the sanctions list during the period under review. The roster stands at 14 individuals and one entity as of December 2025. While the committee reviewed relevant information and considered potential changes, no proposals for additions or removals were brought forward for consideration. The committee also explored opportunities to engage more directly with national and regional stakeholders through field visits, but logistical constraints prevented such visits from taking place.

Operationally, the calendar for 2025 was affected by scheduling bottlenecks, including a five‑month postponement in appointing the chairs of subsidiary bodies and a halt on nominating the Panel of Experts. Despite these challenges, the committee held two informal consultations to review the panel’s midterm and final assessments, and received an update from humanitarian coordination authorities in November. An additional open briefing for member states was conducted in August to discuss the panel’s final assessment. Throughout the year, the committee issued two press notices and sent a total of 17 communications to ten member states; one planned press notice was not released owing to a lack of consensus.

Looking ahead, the committee reiterated its commitment to close cooperation with the Panel of Experts, regional partners, and all member states to ensure that the sanctions regime is implemented effectively and remains responsive to evolving conditions on the ground.
