Ferguson proposes statewide ban on student cell phone use

Aiming to reduce classroom distractions, Washington’s governor unveiled a plan to prohibit student cell phone use during the school day across the state, aligning with a broader push to create more focused learning environments.

The proposal introduces an “away-for-the-day” rule that would bar access to devices from the first bell until the final dismissal. If adopted, it would apply to all K-12 public schools and would require endorsement from the state Legislature.

Proponents argue that smartphones have become a substantial barrier to effective instruction, pointing to research suggesting that frequent device use during class can affect academic performance, attention spans, and student well-being. Washington currently does not have a comprehensive state law on student phone use in public schools.

Some districts that have implemented their own phone-free policies report noticeable improvements, including fewer disruptions, increased instructional time, and stronger peer engagement.

Support from educators’ groups has been voiced, with leaders noting concerns about how devices can contribute to distractions and proposing that turning off devices during the school day can create a better learning atmosphere.

While concerns persist among some families about being able to reach students during emergencies, education officials emphasize that schools maintain established channels to communicate with students and families when needed, and argue that these benefits outweigh the potential drawbacks.

In the coming months, plans include collaboration with lawmakers, educators, and community stakeholders to build consensus and gather input ahead of the next legislative session. If the policy gains approval, it would set a statewide standard while allowing local districts some discretion in implementing enforcement and procedures.
