US officials plan to travel to Norway for Ukraine talks, sources say
Senior US representatives are expected to visit Norway this week for another round of discussions focused on ending the war in Ukraine, according to people familiar with the planning.
Jared Kushner, President Donald Trump’s son-in-law, and Steve Witkoff, the administration’s Middle East envoy, are expected to take part in the meetings. Ukrainian President Volodymyr Zelenskiy may also attend, although the schedule remains provisional and could still change.
The planned talks come as relations between Washington and Kyiv face renewed strain. Ukrainian officials have accused the United States of reducing support in several critical areas, including satellite communications, intelligence cooperation and air-defense deliveries.
Ukraine relies on SpaceX’s Starshield network for military communications and drone operations. Kyiv has claimed that restrictions placed on the system affected battlefield operations and contributed to civilian casualties by making it more difficult to detect and counter Russian attacks.
Zelenskiy said in a recent video that the developments appeared to indicate a political decision to slow US assistance to Ukraine. American officials have rejected those accusations.
Another unresolved issue involves a NATO-backed arrangement under which allied countries purchase US weapons for Ukraine. A new shipment has reportedly not yet received final authorization from the US defense secretary. It remains unclear whether the package includes Patriot air-defense missiles, which Kyiv has repeatedly identified as a priority.
The dispute follows increasingly direct criticism from Trump, who has accused Zelenskiy of resisting negotiations with Russia. In a recent statement, the US president suggested that Ukraine might need a different person to lead its peace efforts.
The Norway meetings could provide an opportunity for the two governments to address those disagreements while discussing possible terms for ending the conflict. However, officials familiar with the plans cautioned that the location, timing and participants have not been finalized.
