Goa showcases its IT-first approach at IndiaAI Impact Summit 2026

New Delhi, Feb 17: Long celebrated for its tourism allure, Goa is steadily reshaping its identity around technology-driven governance and digital infrastructure. At the IndiaAI Impact Summit 2026 in New Delhi, senior state officials presented a clear, IT-first roadmap that blends pro-investment policies, robust connectivity, and citizen-centric e-governance.

At the core of Goa’s push is an IT policy tailored to attract investment in IT and ITeS. The framework features capital subsidies, rental support, power incentives, and streamlined land approvals—measures designed to de-risk entry for technology firms and accelerate time to operations. The approach appears to be paying off: Goa was named “Best Performer” in Category B under the 5th State Startup Ecosystem Ranking by the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India.

Building a digital backbone

Officials underscored connectivity as the bedrock of the state’s tech ambitions. The Goa Broadband Network (GBBN)—a high-speed, statewide, end-to-end IP-based fiber optic infrastructure—has expanded coverage across the public sector and local governance nodes. According to the state, GBBN now connects approximately 414 PoP locations, 225 government buildings, and 189 village gram panchayats, forming a resilient backbone for e-services and digital workflows.

Complementing GBBN is the “Har Ghar Fibre” initiative, announced in 2025, which aims to extend high-speed internet to every household. Pilot deployments have begun in Porvorim, Sankhalim, and Biocholim, laying the groundwork for last-mile connectivity that can support everything from online education and telemedicine to digital payments and remote work.

Officials also highlighted improvements in statewide internet readiness, noting that even village panchayats are leveraging advanced technologies to set up Centres of Excellence—an indicator of how connectivity is enabling local innovation and skills development beyond urban hubs.

E-governance meets AI

Goa’s e-governance push is designed to simplify access to public services and reduce friction for citizens and businesses. An AI-powered web chatbot has been integrated with the government’s portal to guide users through services, answer queries, and streamline navigation. On mobile, an AI-enabled WhatsApp chatbot extends these capabilities, offering access to more than 240 government services across over 60 departments. Together, these tools demonstrate how conversational interfaces can improve service delivery and reduce administrative overhead.

Manufacturing and innovation

Beyond services, the state is cultivating a hardware-led innovation corridor. The Electronics Manufacturing Cluster (EMC) at Tuem is positioned as Goa’s first dedicated ecosystem for electronics, clean technology, and advanced manufacturing. With world-class industrial infrastructure, integrated utilities, and a cost-efficient operating environment, the EMC aims to anchor high-value, high-innovation manufacturing while creating skilled jobs and strengthening supply chains.

Next on the roadmap: AI talent and problem-solving

To deepen AI adoption within the public sector, the Department of Information Technology, Electronics and Communication (DITE&C) plans to host a “Goa AI Hackathon.” The event will solicit problem statements from state departments and mobilize developers, students, and startups to craft deployable solutions for governance use-cases.

State officials outlined three complementary initiatives to sustain momentum:

  • AI for Governance Program: A sensitization and enablement track to help departments identify and adopt AI solutions responsibly and effectively.
  • AI Labs in Academic Institutions: Infrastructure and curricula to build a skilled, future-ready workforce capable of applied AI and data science.
  • AI-powered WhatsApp Chatbot: A citizen-facing channel that consolidates access to 240+ services across 60+ departments, reducing the need for in-person visits.

By treating connectivity as essential infrastructure and prioritizing ease of access, Goa is moving beyond a tourism-first narrative toward a tech-forward governance model—one with the potential to attract new-age businesses, upskill local talent, and deliver measurable benefits to citizens statewide.
