On May 14, the Department of Homeland Security (DHS) released a request for information (RFI) seeking program management support to advance the U.S. Border Patrol’s (USBP) intelligence capabilities, with a focus on technology pilots and mission-driven tools. Vendor questions are due by 12:00 p.m. Eastern on May 19, and responses are due by 5:00 p.m. Eastern on May 26.
USBP’s evolving intelligence needs
USBP operates against a fast-shifting backdrop of global terrorism, transnational criminal activity, and fluid political and economic conditions. These factors contribute to rising volumes and complexity of cross-border movement. To address these challenges, USBP is prioritizing data-driven intelligence capabilities that can produce timely, accurate, and actionable insights to identify, disrupt, and dismantle threat networks.
The envisioned capabilities span tools, data services, and enabling technologies that support the end-to-end intelligence cycle—collection, processing, analysis, and dissemination—drawing on a wide range of sources, including publicly available information.
OSINT at the core
Open-Source Intelligence (OSINT) remains a critical component of USBP’s intelligence production, targeting, and vetting. The RFI underscores the need to collect, triage, process, and analyze large volumes of publicly available information and to fuse OSINT-derived insights with classified intelligence and law enforcement data. Equally important, USBP emphasizes adherence to all applicable laws, policies, and oversight frameworks governing the responsible use of OSINT.
Accelerating technology pilots
USBP’s Strategic Collaboration Group (SCG) leads the scouting, piloting, and evaluation of advanced technologies to enhance situational awareness and agent safety. As data volume, variety, and velocity accelerate, SCG aims to ensure pilots can effectively tap emerging data sources and analytic techniques. Current focus areas include:
- Vehicle identification and tracking
- Digital media exploitation
- Radio frequency signal detection and geolocation
- Maritime domain awareness
- Vehicle counter-surveillance
- AI-enabled analytic workflows
Call for program management support
To maximize the value of its intelligence and technology investments, USBP seeks a coordinated, disciplined approach to planning, governance, and integration. The USBP Headquarters Intelligence Division (INTEL) is looking for program management support that will help the organization efficiently acquire, implement, and sustain platforms and tools aligned with mission priorities. Desired outcomes include:
- Strengthening analytic tradecraft across the enterprise
- Improving targeting and vetting workflows
- Boosting the speed and quality of intelligence support to operations that protect the homeland
