As China propels into the future, the colossal wave of Artificial Intelligence (AI) development stands at the forefront of its ambitious plan to modernize its industrial landscape and champion high-quality productive forces. This transformative vision has sparked vibrant discussions among Chinese lawmakers and political advisors during the prestigious “two sessions”—a crucial annual event featuring the National People’s Congress (NPC) and the National Committee of the Chinese People’s Political Consultative Conference (CPPCC).

Within the realms of these discussions, the key focal points emerge: enhancing computing power, amplifying data storage capabilities, and fortifying AI-related security mechanisms.

Unlocking the Potential of Computing Power

Luo Yunfeng, an NPC deputy and the mayor of Hefei—Anhui Province’s capital known for its thriving tech-centric industries—voices the imperative need to bolster the nation’s computing power. Luo emphasizes the strategic importance of Hefei’s role in leading China’s AI industry development, showcasing its vibrant AI ecosystem. Home to approximately 2,400 AI entities, Hefei spans a diverse spectrum from hardware foundations to intelligent applications, significantly contributing to shaping the future of AI in China.

“It is crucial to expand the AI industry’s reach into pivotal areas, including intelligent algorithms, robotics, and chip technology,” Luo asserts, reflecting China’s broader ambitions to rejuvenate its industrial framework and foster novel productive forces, as outlined in the government’s work report during the NPC session.

Advancing Data Storage Solutions

In a world increasingly driven by AI, the demand for substantial data to fuel applications such as medical imaging and drug discovery is escalating. Feng Dan, an NPC deputy and dean at the Huazhong University of Science and Technology’s School of Computer Science and Technology, highlights the significance of storage systems as a cornerstone for both industrial digital economy security and national safety.

Feng points out the challenges of insufficient AI data storage and the imbalance between storage and computing power, suggesting a more harmonized development approach. “Creating and refining AI computing infrastructure policies will be vital in unlocking the full potential of data,” Feng elaborates, underlining the necessity for high-quality digital products and services.

Strengthening AI Security Measures

The rapid evolution of AI technologies, while exponentially augmenting productivity, brings forth substantial regulatory hurdles. The complexities of attributing responsibility in incidents involving AI, such as drone accidents or autonomous vehicle mishaps, are probing lawmakers and experts to call for more sophisticated governance frameworks.

Min Weidong, a notable NPC deputy, insists on crafting definitive legal and ethical guidelines to delineate AI and algorithmic operations clearly. This move aims to safeguard public interest and security effectively.
